Their proposal would have two components: a wage tax and a cash-flow tax on businesses" (Bickley 4). The wage tax would be based only on salaries and wages, which the cash-flow tax would be based on gross receipts minus all costs. There are many positive aspects of this flat-tax proposal, which need to be discussed."
